Yes! As long as the water bottle is completely empty, you can bring it through security and refill as needed. Most airports have water stations throughout the terminals.
Can I Bring Scissors on a Plane?
Scissors can only be brought on a plane as long as the blade is less than 4 inches long, so most cuticle scissors are cleared for TSA.
Can I Bring Perfume on a Plane?
Like any liquid, perfume can be brought on a plane via carry-on luggage as long as it is less than 3.4 fl. oz. If it is larger than 3.4 fl. oz. it must be put in your checked bag.

Packing Hair Products for Air Travel
This one can get tricky, because most of the time travel size shampoo and conditioner is only enough for one wash.
